Chapter 1: Rules & Guidelines

Article 1: Title

This organization is called the Southwest Asian Education Association

Article 2: Vision

Through Christian education, the goal of this organization is to serve the region of Southwest Asia as people of God and to live life gracefully with dignity and innovation to reveal the image of a beautiful God. In addition, those who are devoted to the gospel will be selected and nurtured to commit to the community and the kingdom of God.

Article 3: Objective

This organization consists of the support of educational institutions serving Southwest Asian and mission organizations. In cooperation with individuals, organizations and churches dedicated to the Southwest Asian Education Association, we hope to achieve the following objectives.

  1. Cooperate with other affiliated educational institutions to enhance and complement each other’s capacity to serve.
  2. The educational institutions select, train, and support teachers to enhance effective services.
  3. This organization will educate and develop the artistic talents of the students in the southwestern region and nurture them as balanced Christians. In order to do so, we will send professional artists and educators.
  4. This organization shall educate and encourage the youth as disciples of the Lord to continue their mission in the field.

Article 4: (Business)

This organization will implement the following projects to help its educational institutions realize the Vision and Objective aforementioned in Article 2 and Article 3.

  1. Establishment and admissions of educational institutions (regular schools or care facilities) in the areas of need.
  2. The established educational facilities will spread the gospel promoting academic growth and while focusing on the growth of music and art programs.
  3. Facilitate cooperation by exchanging affiliated leaders and teachers of the educational institutions to provide opportunities for teacher training.
  4. Provide students with opportunities in mutual visitations and cultural exchanges to create experiences in order to promote spiritual growth and commitment to the gospel.

Chapter 2: Members and Officials

Article 5: Membership Qualification and Organization

Members shall be composed of those who agree with the vision and purpose of this organization and subjected to certain admission procedures.

Article 6 Membership Composition

This organization will be composed of missionaries at home and abroad, and individual or group sponsors.

 

Article 7 Member Rights and Responsibilities

Members shall have the following obligations:

  1. Members shall have the right to participate in the operation of general meetings of this organization.
  2. Members are required to comply with the articles of association and other decisions of this organization and pay membership fees.

Article 9 Executives

This organization will have the following board members.

  1. Chairman (1)

The chairman shall represent the board of directors of the organization, report on duties, draw up policies and consult with the directors to enable financial support. The chairman shall also take care of the spiritual and economic circumstances of executives who operate this organization. In the case of an absence of the chairman, the selected official by the board of directors will proceed as chairman. In the case of resignation, the chairman will relinquish rights of direct involvement of the organization but shall continue to honorably serve as an advisor.

  1. Director
    The director shall be elected into office with at least 2/3 votes by five or more members of the board. The director shall review the main policies of the plenary session. If necessary, the members of the board shall recommend a director.
  2. Accountant (2)
    The accountant(s) shall audit general accounting and operations, may request corrections from the board of directors in case of any fraudulent or unfair practices, and may convene the members of the board or a general assembly to report.

Article 10 Election of Officers

The officers shall be elected by the following method:

1) Upon recommendation of the chief operating officer, the chairman and accountant shall be elected by a majority of the votes at the general assembly. The term of office shall be two years. The elected party must be eligible to hold office.

2) Directors other than the chairman shall be appointed by the board.

3) In the event that the seat of the chairman or accountant is vacated during the term, the board of directors shall decide to select an official to fill the remaining term.

 

Article 11 Head of Operations

The board of directors shall recommend a candidate as the head of operations and said candidate shall be elected into office with the majority of the votes of the general assembly. The Head of Operations shall represent the Board members in its external activities by implementing matters under the resolutions of the board of directors. The duties of the Head of Operations shall be divided between two representatives who shall set the example of cooperation and coordinate both internal and external affairs. The first representative will consult with recruiting and training professional educators and the second representative shall assist in the financial department, programs and the activities of the teachers.

 

Article 12 Representative Director for Each Country

The representative director must be able to organize a board of directors representing the school associations of Asian countries. Furthermore, two individuals representing each country shall automatically participate on the board of directors at headquarters.

 

Article 13 Chief Operating Officers

Representatives of each department shall be delegated among the directors on the board:
-Chief Music Representative,
-Chief Sports Representative,
-Chief Art Representative,

 

Article 14 Secretary General

This organization shall appoint a secretary general. The secretary general shall be in charge of administrative affairs and serve as an automatic director.

 

Article 15 Responsibilities of the Director

The director has a fixed financial obligation. The individual director is paid 100,000 won a month and the church director (main pastor) is paid 200,000won a month. (as of 2019)

 

Article 16 Removal from Office

In the event that a board member commits an act that
violates the purpose of said organization or does a     significant injustice, such as accounting fraud, he or she may be dismissed by 2/3 of the votes of the general assembly.

 

Article 17 Term of Office

  • As long as the duties of the director are fulfilled without questionable reason, the director’s shall carry out the full term.
  • The term of the chairman and secretary shall be two years. They may be re-elected for another term.
  • In the case of a vacancy, the predecessor shall be elected to carry out the remainder of the term.

Chapter 3 Organization of Plenary Sessions (General assembly and board of directors, Operational Executives)

Article 18 General Assembly Organization and Mission

In the case the General Assembly is composed of the highest voting body, the representatives from the headquarters shall convene with the consent of the chairman of board, and the chairman of the general assembly shall be the chairman of the board.  The General Assembly shall elect the chairman and secretary, approve and revise articles of association, take charge of accounts and reporting.
The General Assembly shall be held every May. The General Assembly shall approve budgets and settlements submitted under the name of the Chairman, vote on the establishment and modification of the rules, and make changes to the council accordingly.

 

Article 19  Board of Directors Organization and Mission)

The board of directors shall prepare with prayer, plan major projects, guide and oversee the execution of operations for all ministries involved.  The board of directors shall consist of five or more members that are considered by the General Assembly.

Upon the consent of the chairman, secretary and the general assembly, the board of directors shall select management staff.

 

Article 20 Operational Executives

Operational executives shall be determined by the board of directors and shall be responsible for carrying out all associated activities and report to the board. If necessary, a temporary executive committee may serve the educational institutions under our association.

Chapter 4 Finance

Article 21 Finance

Meetings are financed by expenditures of the directors, from membership fees, and sponsorships.

Article 22 Fiscal Year
The Fiscal year of this organization shall be from the date of one general assembly to the next meeting date. (In the absence of a general meeting, members will be informed via the internet)

 

Article 23 Fees

The membership fee is 10,000won per month. Sponsorship can be given by sponsor churches or individuals.

 

Article 24 School Councils in Asia

Schools in Asian countries that agree with the purpose of this organization shall form school councils.

 

Article 25 Youth Group

The Seo Kyo-yeon Youths (YECA) shall be the operating youth group of this organization. The YECA is the foundation for the next generation. This youth organizations shall name itself and the chairman and manager shall participate as automatic directors. The Youth organization is self-managed and works closely with the executive board. This group shall be provided financial support for their activities.

 

Article 26 Committee
The executive team has two main committees as follows:

  1. Executive Board (Administration) – executive directors, secretary general, accountants and administrative assistants
  2. Education (Event) Committee – research, education and events committee

Chapter 6 Conference

Article 27 Convocation of the General Assembly

The convocation of the General Assembly is as follows.

A fourth of the board of directors or the chairman may request a regular (temporary) meeting, if necessary, by the representative director three months in advance.

 

Article 28 Board Meeting

The Chairman shall convene the board meeting upon the request of the operational executives.

 

Article 29 (Business Plan)

  1. Train and send professional teachers to schools to different countries. Re-orientate and retrain by holding retreats more than once a year.
  2. In a planned order, choirs organized in each country shall unite and create a chorus ensemble to promote the awareness of this organization and seek support from sponsors as well as encourage world tours.
  3. This organization shall assist and support choirs, vocal and musical ensembles to work in local groups. Financial support shall be provided.
  4. Korean musicians shall volunteer for missions abroad and promote mutual solidarity. Mutual visits in each region shall be planned and supported.
  5. Exchanges among students shall be carried out to create a bridge of love. Students will be involved in writing letters of love and sending small gifts once a year.

Chapter 7 Appendix

Article 1 Enforcement

The validation of the regulations and bylaws shall come into effect on the date of its assent.

 

Article 2 Enforcement Date

The bylaws shall be finalized by May 30 2019 after five readings in 2018. Readings are scheduled separately. The plenary session during the readings shall be maximized. The record shall be seen as a historical value.

Article 3 Enforcement Date

The bylaws have been taken into effect as of May 27, 2019.

Article 4 Scope of Articles of Association

Total of 29 articles and 4 sub-clauses were drafted.
